The short answer
Web hosting means renting space on a computer, called a server, that keeps your website online all day. The server sits in a data centre, a building full of servers with power and fast internet.
Offshore hosting means the server is in a country other than your own, or other than where most of your visitors live. "Offshore" is just a word for "in another country".
